Apologies for absence were received and accepted from Cllrs Mrs C Lewis, Mrs M Morgan, G Richards and Mrs A Thomas.

Resolved: That approval of the minutes of the meeting be deferred until the next meeting of the committee.

75. DECLARATIONS OF INTEREST

Cllrs A Howard and P Jackson each declared personal interests in minute 76 due to being members of East Lindsey District Council.

Cllr A Howard declared a personal and prejudicial interest in minute 77, planning application N/172/02672/06, due to his business connections with the applicant and left the meeting during the discussion and voting thereon.

Cllr A Howard declared a personal interest in minute 78 due to being a member of Lincolnshire County Council.

Cllr P Jackson declared a personal and prejudicial interest in minute 77, planning applications N/110/02750/06 and N/172/02672/06 due to being a neighbour of the applicants and a friend of the applicant respectively and left the meeting during the discussion and voting thereon.

76. E.L.D.C. PLANNING DECISIONS

N/110/02179/06 Alterations to existing O.A.P. Association meeting hall to provide a covered housing shelter for electric buggies – 35 Waterloo Road, Mablethorpe. Application refused.

N/172/02011/06 Change of use and alterations to existing dwelling to provide 2 no. self contained flats and provision of parking – 24 Station Road, Sutton-on-Sea. Application refused.

77. PLANNING APPLICATIONS

Resolved: That in accordance with Schedule 16 of the Local Government Act 1972, observations on the following planning applications be submitted to East Lindsey District Council (for details of submissions see appendix attached).

N/110/02632/06 That this application be supported.

N/172/02449/06 That this application be supported.

N/110/02750/06 That this application be supported. Note: The Mayor, Cllr B Dobbs, was appointed to chair the meeting for this item.

N/172/02738/06 That objection be made – over intensification of site at this particular location.

N/172/02672/06 That this application be supported.

78. LINCOLNSHIRE ROAD SAFETY PARTNERSHIP – TRAFFIC SURVEY

Members considered the Partnership’s attached reports of investigations into speeding traffic on Regent Road, Mablethorpe and Furlongs Road, Sutton-on-Sea.

It was noted that each survey was carried out over a period of six days with the Regent Road survey started on the 8th September 2006 and the
Furlongs Road survey on the 31st October 2006.
Members felt that both surveys should have been undertaken during summer months and that an analysis of traffic speeds should have been provided.

It was therefore proposed, seconded and
Resolved: That the Lincolnshire Road Safety Partnership be asked to provide details of traffic speeds in respect of both surveys and to consider undertaking surveys during the summer months when traffic volumes are higher.

79. TRUSTHORPE ALLOTMENT GARDENS ASSOCIATION

Members considered the Association’s proposed Tenancy Agreement with allotment holders and the proposed Articles of Constitution. It was noted that both documents had been prepared by the Association after consultation with the National Society of Allotment and Leisure Gardens Limited as well as other allotment associations.

The Clerk reported that to be self-managing the Association must have control of the allotment site and it would be necessary for the Council to agree terms of a lease with the Association.

It was proposed, seconded and
Resolved: That the proposed Tenancy Agreement be recommended for approval, subject to clause 5 being amended to read “All members of the Association must be given notice of any proposed increase of allotment rents which must be considered at the Association’s Annual General Meeting.”

80. CLERK’S CORRESPONDENCE

The Clerk reported that he had received confirmation from the Chief Constable of Lincolnshire, Mr Tony Lake, that Lincolnshire Police has no objection to the provision of a “prohibition of cycling notice” along the connecting footway between Chalfont Avenue and Poplar Avenue, Mablethorpe. Further, Mr Lake had confirmed that Police Community Support Officers have the ability to issue fixed penalty notices for cycling offences.
