MINUTES OF A MEETING OF THE COASTAL AND AMENITIES COMMITTEE

Held on 15th January 2007

44. APOLOGIES FOR ABSENCE
Apologies for absence were received and accepted from Cllr Mrs R Dudley (illness), G Gooding (personal) and Mrs J Gooding (personal).

45. DECLARATIONS OF INTEREST

Cllr Miss H Parkhurst declared a personal interest in minute 50 due to being a personal friend of the complainant.

Cllrs Miss H Parkhurst and R B Shields, MBE each declared personal interests in minute 48 due to being members of East Lindsey District Council.

Cllr A Howard declared a personal interest in minute 48 due to being a member of Lincolnshire County Council.

46. MINUTES

The minutes of the meeting held on 13th November 2006, having been previously circulated, were signed by the Chairman as a correct record thereof.

47. DOG WASTE BINS AND LITTER BINS

It was proposed, seconded and
Resolved:

(i) That a dog waste bin be located on Ruskin Road, Mablethorpe, close to the entrance to the industrial estate, and
(ii) That a post-mounted litter bin be located outside no. 92 Victoria Road, Mablethorpe.

48. COASTAL COUNTRY PARK

The Clerk referred to the attached report concerning the development of a coastal country park. The proposals include linking up the Lincolnshire Wildlife Trust’s Sea Bank Clay Pits nature reserve and the Lincolnshire County Council’s coastal car parks to provide improved access and other facilities on the coast between Chapel Point and Sandilands.

Members were fully supportive of the proposals but were concerned about the possible affect on the sea defences. It was noted that the Environment Agency’s policy is to maintain existing defences.

Cllr Shields referred to works affecting the sea defences at Frieston Shore, Boston. Whilst maintaining the original defences, other works had been a tremendous benefit to wildlife which attracted more than 200,000 visitors last year.

Members agreed that any proposals to develop the coastal area at Mablethorpe North End should be looked at independently.

After further discussion it was proposed, seconded and
Resolved: That the project be fully supported with the Council helping to lead it forward.

49. ADVERTISING CAMPAIGN

The Clerk referred to his attached report concerning a proposed joint advertising campaign with Skegness Town Council by advertising on buses in Derby, Leicester and Nottingham.

The proposals include for advertising on 8 buses in each city for a period of 4 weeks and they would be operating 16 hours per day, 7 days per week. It was noted that the total cost of the campaign would be approximately £5,500, which includes £1,000 for the design and production of the posters. It was also noted that Skegness Hoteliers Association and Skegness Flat Owners Association had agreed to contribute a total of £1,000 to the campaign.

In supporting the proposal in principle, members felt that more information was needed from the advertising agency, particularly in relation to market research, details of actual bus routes and choice of cities. Some work was also needed to ensure that the towns’ web sites were featured so that a register of “hits” and a survey may be of help when considering future campaigns.

It was therefore proposed, seconded and
Resolved: To defer the matter to the next meeting of the committee pending receipt of more detailed information about the campaign.

50. PROVISION OF ADDITIONAL PUBLIC TOILETS AT SANDILANDS

The Clerk referred to a letter received from a resident of Sandilands about the requirement for an additional public toilet in Sandilands.

The Clerk stated that he had received a response to the letter from East Lindsey District Council which stated that following the public convenience service review in 2001, when the conveniences at Sandilands were closed it had been considered that one toilet block was sufficient to meet the needs of the area.

Members felt that some additional toilet provision was needed and it was proposed, seconded and

Resolved: That East Lindsey District Council be asked to investigate the provision of an automatic self cleaning public toilet (APT) in Sandilands.
