MINUTES OF A MEETING OF THE TOWN COUNCIL

Held on 22nd January 2007

59. MINUTES

It was proposed, seconded and
Resolved: That the minutes of the Council meeting held on 18th December 2006, having been previously circulated, be approved as a correct record and signed by the Mayor.

60. DECLARATIONS OF INTEREST

Cllrs G Gooding and Mrs J Gooding each declared personal and prejudicial interests in minute 64, payment to Coast and County Engineering Ltd due to their respective business interests in Mablethorpe.

Cllrs G Gooding, A Howard, P Jackson, Miss H Parkhurst and R B Shields, MBE each declared personal interests in minute 64, payment to East Lindsey District Council due to being members of East Lindsey District Council.

Cllr A Howard declared a personal and prejudicial interest in minute 64, payments to Coast and County Engineering Ltd, Royal Mail Group plc and C R Walter (Coventry) Ltd due to his business interests in Mablethorpe.

Resolved: That the acts and proceedings of the following committee meetings be adopted:-
(i) General Purposes Committee 11th December 2006
Note: In respect of minute 80, Cllr G Richards stated that he had received confirmation from Mr Tony Lake, the Chief Constable of Lincolnshire Police that Police Community Support Officers would not be empowered to issue fixed penalty fines on cyclists who cycle on footpaths in contradiction to his comments concerning the footway between Chalfont Avenue and Poplar Avenue, Mablethorpe.
(ii) General Purposes Committee 8th January 2007
Note: In respect of minute 87, Cllr A Howard declared a personal interest due to being a member of Lincolnshire County Council.

62. CLERK’S CORRESPONDENCE

(i) Invitation from the Trusthorpe Village Hall Theatre Group for all members to attend the 60th consecutive pantomime during the week commencing 19th February 2007 as a mark of gratitude to the Council for the recent grant aid support to the Group.

(ii) Invitation for all members to attend the Mablethorpe, Sutton and District Lions Club 31st Charter Anniversary Dinner on the 17th February 2007.

(iii) Details of a letter from a resident of Beesby concerning the closure of the Trusthorpe amenity site and the pending closure of the Kenwick site. Any information concerning the petition allegedly being organised in Mablethorpe supporting retention of the Kenwick site would be welcomed.

(iv) Copy of the Lincolnshire Association of Local Council’s special A.G.M. edition of the County Circular issued to all members for information purposes and/or comment.

(v) Flood Liaison Group meeting held on 18th January 2007 – notes of meeting circulated to members.

(vi) Mablethorpe Library and Customer Service Centre - Fire Safety:
Letter from East Lindsey District Council’s Team Leader (Design) confirming that the first floor of the building does not require a fire escape and has been approved as such by Building Control.

Noted that there is a restriction to 60 persons on the occupancy numbers of the first floor.

Also noted that the building has a fully addressable fire alarm system and that an evacuation chair is to be provided.

Despite the comments, members were of the opinion that a first floor fire escape should have been installed, as was the case with the old office building.

(vii) Copy of Lincolnshire County Council’s Lincolnshire Fire and Rescue Integrated Risk Management Plan 2007-2010 now available for members.

63. MAYOR’S COMMUNICATION

The Mayor gave details of the Mablethorpe Spring Ball to be held at Golden Sands, Quebec Road on the 10th March 2007. The Mayor also gave details of the Valentine’s Ball being organised by the Chairman of East Lindsey District Council and the Chairman of Alford Town Council to be held at The Embassy Centre, Skegness on the 16th February 2007.
