An apology for absence was received and accepted from Cllr A Howard (personal).

89. MINUTES

It was proposed, seconded and
Resolved: That the minutes of the meeting held on 8th January 2007, having been previously circulated, be signed by the Chairman as a correct record thereof.

90. DECLARATIONS OF INTEREST

Cllr Mrs M Morgan declared a personal interest in minute 94 due to being a friend of one of the residents of Fitzwilliam Street, Mablethorpe.

Cllr G Richards declared a personal interest in minute 93(i) and (v) due to being a member of the Royal Air Force Association and a governor of Mablethorpe Lifeboat Institution respectively.

Cllr Mrs J Taylor declared a personal and prejudicial interest in minute 92, planning application N/110/03036/06 due to being a friend of the applicant and left the meeting during the discussion and voting thereon.

Cllr Mrs J Taylor declared a personal interest in minute 93(v) due to her involvement with the Lifeboat Guild.

Cllr Mrs J Taylor declared a personal and prejudicial interest in minute 94 due to her daughter being a resident of Fitzwilliam Street, Mablethorpe and left the meeting during the discussion and voting thereon.
Cllr B Dobbs declared a personal interest in minute 93(v) due to his association with the Lifeboat Guild.

Cllr Mrs C Lewis declared a personal and prejudicial interest in minute 92, planning applications N/110/03006/06 and N/187/02971/06 due to being the owner of holiday cottages in Trusthorpe and left the meeting during the discussion and voting thereon.

Cllr Mrs C Lewis declared a personal and prejudicial interest in minute 92, planning application N/110/03031/06 due to being a friend of the applicant and left the meeting during the discussion and voting thereon.

Cllr Mrs C Lewis declared a personal interest in minute 93(i) and (ii) due to her association with the R.A.F. and Marie Curie Cancer Care.

91. E.L.D.C. PLANNING DECISIONS

N/172/02251/06 Erection of 5 no. bungalows with garages – land south of Church Park, Sutton-on-Sea. Application refused due to proposals being contrary to Policy ENV5 of the East Lindsey Local Plan Alteration 1999.

N/172/02252/06 Erection of 5 no. bungalows with garages – land west of Church Park, Sutton-on-Sea. Application refused due to proposals being contrary to Policy ENV5 of the East Lindsey Local Plan 1999.

N/172/02253/06 Erection of 5 no. bungalows with garages – land adjacent and east of 42 Church Lane, Sutton-on-Sea. Application refused due to proposals being contrary to Policy ENV 5 of the East Lindsey Local Plan Alteration 1999.

N/172/02429/06 Erection of a house on the site of an existing garage which is to be demolished – 42 Station Road, Sutton- on-Sea. Application withdrawn 18th January 2007.

Concerns re limited width of carriageway not accessible for emergency service vehicles.

94. LINCOLNSHIRE COUNTY COUNCIL – PROPOSED WAITING RESTRICTIONS

The Clerk referred to the attached amended proposals to change existing waiting restrictions in the Tennyson Road area of Mablethorpe.

Resolved: That the proposed amendments be supported.

95. CLERK’S CORRESPONDENCE

(i) It was noted that the Lincolnshire Mobile Police Office will be visiting Mablethorpe and Sutton-on-Sea on Thursday 15th February 2007.

(ii) Lincolnshire Road Safety Partnership – confirmation received from the Partnership that the average speeds recorded at Regent Road, Mablethorpe and Furlongs Road, Sutton-on-Sea was 25.6 m.p.h. and 27 m.p.h. respectively. It was noted that the average speed recorded for vehicles exceeding the speed limit was 32.7 m.p.h. Members were surprised by the low level of speeding vehicles and felt more vehicles exceeded the speed limit in excess of 32.7 m.p.h.

It was agreed to ask the Partnership to undertake early season surveys and for the Partnership to check the accuracy of its recording equipment.

(iii) Confirmation received from Lincolnshire County Council that they will be undertaking drainage improvement works in Byron Road, Mablethorpe between January and March 2007.

96. MATTERS FOR URGENT DISCUSSION

Agreed to recommend an additional item for inclusion on the agendas of full Council meetings concerning items to be included on the agenda of Mablethorpe Area Committee meetings.
