MINUTES OF A MEETING OF THE FINANCE, POLICY AND DEVELOPMENT COMMITTEE Held on 13th February 2007 Present: Cllr B Dobbs (In the Chair) Town Clerk 22. APOLOGIES FOR ABSENCE Apologies for absence were received and accepted from Cllrs A Howard (personal) and G Richards (personal). 23. MINUTES It was proposed, seconded and 24. DECLARATIONS OF INTEREST Cllr Mrs J Taylor declared a personal interest in minute 25, items 10, 49, 78 and 79 due to her association with the various organisations attributed thereto. Cllrs Miss H Parkhurst and R B Shields, MBE each declared personal interests in minute 25, items 1 and 69 and minute 26(ii) due to being members of East Lindsey District Council. Cllr R B Shields, MBE declared a personal interest in minute 25, items 8 and 47 due to his wife’s association with the Meridale Organisation. Cllr G Gooding declared a personal interest in minute 25, items 1, 9,
10, 21, 48 and 49 due to being a member of East Lindsey District Council. Cllrs G Gooding and Mrs J Gooding each declared personal and prejudicial interests in minute 26(ii) due to their respective business interests in Mablethorpe and left the meeting during the discussion and voting thereon. Cllr Mrs C Lewis declared a personal and prejudicial interest in minute 25, item 51 due to being a member of St. Peter’s Parochial Church Council, Trusthorpe. Cllr B Dobbs declared a personal interest in minute 25, items 8 and 47 due to his association with the Meridale Organisation. 25. STATEMENT OF INCOME AND EXPENDITURE Members considered the attached statement of income and expenditure as at 31st January 2007. It was noted that estimated contributions towards the town’s CCTV maintenance were £1100 down. The Clerk explained this was mainly due to the establishment of the central control in Skegness. The Clerk referred to item 70, provision for town guide. Members supported funding from advertising earmarked reserves as well as the current advertising provision. After further discussion it was proposed, seconded and 26. MABLETHORPE TOWN IMPROVEMENTS (i) The Clerk reported that the agreed improvement works, planned to start on the 8th January 2007, were all ongoing. These include renewal of the street lighting columns along the High Street and Sea View car park entrance and Mablethorpe pullover improvements. (ii) The Clerk referred to the attached report concerning a request from East Lindsey District Council for the Council to consider making a contribution towards the new illumination set pieces to be sited on the new street lighting columns. It was proposed, seconded and (i) That a contribution of £10,000 be made towards the cost of new illumination features for Mablethorpe with funding being made from the current summer illuminations earmarked reserve fund. (ii) That the Council has an input into choosing the designs for the new set pieces. 27. COMPLAINTS REGISTER The Clerk referred to the attached report concerning the proposed introduction of a complaints register. It was noted that the Council’s Standing Order 112 detailed procedures for dealing with complaints. Members felt it would give all round protection to both members and staff if details of any complaints were fully recorded. It was also felt appropriate to only record a complaint if the complainant was prepared to leave his or her name and address. It was therefore proposed, seconded and 28. CLERK’S CORRESPONDENCE (i) Lincolnshire Coastal Grazing Marsh Project – Invitation for
members to attend a meeting of the group to discuss the project with them.
Meetings to be held on the 19th, 21st and 22nd February 2007 at 7.30 p.m. (iii) National Society of Allotment and Leisure Gardeners magazine –
The Clerk referred to an article in the 1st issue for 2007 of the above
magazine concerning the establishment of the Council’s Trusthorpe
allotments. It was felt that various groups/councils should be sent copies
of the article in order to gain as much publicity for the town as possible. |
