98. MINUTES

Resolved: That the minutes of the meeting held on 29th January 2007, having been previously circulated, be signed by the Chairman as a correct record thereof.

99. DECLARATIONS OF INTEREST

Cllr Mrs C Lewis declared a personal and prejudicial interest in minute 100, planning application N/110/03037/06 due to being the owner of holiday accommodation in Trusthorpe and left the meeting during the discussion and voting thereon.

100. PLANNING APPLICATIONS

Resolved: That in accordance with Schedule 16 of the Local Government Act 1972, observations on the following planning applications be submitted to East Lindsey District Council (for details of submissions see appendix attached).

101. GRANT AID

It was proposed, seconded and
Resolved: That a grant of £200 be made to the Mablethorpe Community Newsletter towards the production costs of the bi-monthly newsletter.

102. TRUSTHORPE ALLOTMENT GARDENS ASSOCIATION

The Clerk referred to the attached draft lease between the Council and the Trusthorpe Allotment Gardens Association.

Members noted that it had always been the intention that the Trusthorpe allotments would be self-managed, thus reducing the level of administration costs that are chargeable to the tenants as part of their annual rents.

The Clerk recommended that a reduction of 20% be made to the allotment rents with effect from 1st April 2007 subject to the site being self-managed. It was noted that the Association had requested a 50% reduction.

Members felt that whilst the Association’s proposals for development of the allotment site would include teaching school children about the advantages of growing and eating fresh fruit and vegetables, there were other sections of the community that needed to be considered for financial support.

It was therefore proposed, seconded and
Resolved:
(i) That the draft lease between the Council and the Trusthorpe Allotment Gardens Association be approved, and
(ii) That a reduction of 20% be made to all existing Trusthorpe allotment rents with effect from 1st April 2007 subject to the site being managed by the Association.

103. CLERK’S CORRESPONDENCE

(i) Lincolnshire Mobile Police Office – visiting Sutton-on-Sea
15th March 2007.

(ii) Temporary Road Closure – Confirmation received from Lincolnshire County Council that Byron Road, Mablethorpe will be closed to all vehicular traffic from the 26th February 2007 until 26th March 2007 for essential drainage improvement works. Alternative route via Waterloo Road, Sherwood Road, Wellington Road and Byron Road.

(iii) Proposed modifications to the Definitive Footpaths Map –
(a) Confirmation received from Lincolnshire County Council that the works undertaken on the footpath between the High Street and the Broadway, Sutton-on-Sea have been undertaken without prejudice to the existence or otherwise of a right of way and the County Council does not accept future maintenance responsibility for the route.

(b) Confirmation received from Lincolnshire County Council that the footpath from Queensway to King George’s Field, Mablethorpe is subject to a claimed footpath order dated August 2005. The developers have been made aware of the claim.

(iv) Energy Efficiency Advice – available from East Lindsey District Council’s Energy Efficiency Officer. Advice on subjects such as cavity and loft insulation, heating installations and repairs and energy bill enquiries, etc.

(v) Lincolnshire Road Safety Partnership – confirmation received that the Partnership has no reason to doubt the accuracy of the speed monitoring equipment. Confirmation that a further survey is to be undertaken along Furlongs Road, Sutton-on-Sea early summer 2007.

104. MATTERS FOR URGENT DISCUSSION

(i) Poor condition of verge fronting the new development off Sutton Road, Trusthorpe. Clerk to investigate.

(ii) Car parking/traffic movements, Stanley Avenue, Mablethorpe.
Members expressed concerns about vehicles being parked on Stanley Avenue instead of using the various car parks. This creates traffic congestion. Particularly concerned about emergency vehicles accessing/egressing Stanley Avenue.

(iii) Members felt more glass recycling bins were required at sites in Mablethorpe and Sutton-on-Sea. It was noted that several local publicans are using the existing facilities to dispose of their empty bottles.
