MINUTES OF A MEETING OF THE COASTAL AND AMENITIES COMMITTEE

51. APOLOGY

An apology for absence was received and accepted from Cllr Mrs R Bell (personal).

52. DECLARATIONS OF INTEREST

Cllrs G Gooding and Mrs J Gooding each declared a personal and prejudicial interest in minute 56 due to their respective business interests in Mablethorpe and left the meeting during the discussion and voting thereon.

Cllrs G Gooding, A Howard and R B Shields, MBE each declared personal interests in minutes 57, 58 and 60 due to being members of East Lindsey District Council.

Cllr Mrs J Gooding declared a personal interest in minute 58 due to her business interests in Mablethorpe.

53. MINUTES

The minutes of the meeting held on 15th January 2007, having been previously circulated, were signed by the Chairman as a correct record thereof.

54. FINANCIAL AID

It was proposed, seconded and
Resolved:

(i) That a grant of £70 be made to the St Clements Art Group towards the operating cost of the Group’s 5th annual art exhibition, and
(ii) That the Group be asked to publicly acknowledge the support that the Town Council has given to them.

55. MAYORAL PENDANT

The Clerk reported that he had received a quotation for refurbishment of the Mayor’s pendant. The cost was estimated at £1,232.80. In view of the high cost of repairs, a quotation for the supply of a new pendant was being sought. It was therefore proposed, seconded and

Resolved: That consideration of this matter be deferred to the next meeting of the committee on the 26th March 2007.

56. ADVERTISING CAMPAIGN

The Clerk referred to his attached report concerning a proposed joint advertising campaign with Skegness Town Council. This matter had been deferred from the meeting held on 15th January 2007.

The aim of the campaign is to advertise Mablethorpe and Skegness on the outside of 24 buses for a period of 4 weeks in Derby, Leicester and Nottingham city centres.

Although concerned about the difficulty of assessing the benefit of this kind of advertising, members generally felt it was good value for money. It was therefore proposed, seconded and

Resolved:

(i) That the committee support a contribution of £2,000 towards the overall cost of £5,500 for the proposed bus advertising campaign, and
(ii) That funding of the Council’s contribution be met from the General Fund balance.

Note: Cllrs A Howard and R B Shields, MBE each declared personal interests due to being members of East Lindsey District Council.

57. LINCOLNSHIRE LAND YACHT CLUB

The Clerk referred to the attached application from the Land Yacht Club to East Lindsey District Council for permission to hold their region’s National Championships on the 13th and 14th October 2007 on the beach from Mablethorpe North End northwards. It was noted that most of the area where the yachting is to be held is outside the town’s boundary and is on the beach controlled by Natural England.
Members agreed that if the event was held on the same weekend as the motorcycle racing, the two events would not be in conflict. It was therefore proposed, seconded and

Resolved:

(i) That the Council support the Lincolnshire Land Yacht Club’s proposal to hold the region’s National Championship in Mablethorpe on the 13th and 14th October 2007.
(ii) That the Council also support the proposal to allow the sailing club to use the beach during the low season months (October to April each year) subject to all sailing being undertaken in compliance with the Sand Yachting Federation’s rules and regulations, and
(iii) That, due to much of the proposed sailing area being on the beach controlled by Natural England, the Yacht Club be asked to consider using the area of beach south of North End Mablethorpe.

Note: Cllr R B Shields, MBE declared a personal interest due to Mr G Rowlands, the secretary of the Sand Yacht Club, being a member of the same Rotary Club.

58. CCTV CENTRAL CONTROL

The Clerk referred to the attached schedule of CCTV footage and downloads used as evidence by Lincolnshire Police since the control room opened in Skegness on the 10th July 2006 up to 31st December 2006.

The Clerk added that the control room’s software was capable of recording which incidents had been viewed at individual camera sites throughout the district and therefore a more detailed analysis of incidents would be available in due course.

59. SUTTON-ON-SEA BOWLING CLUB

It was proposed, seconded and
Resolved: That the Sutton-on-Sea Bowling Club be granted approval to use the Sutton-on-Sea Coat of Arms on the club’s pennants/banners.

60. EAST LINDSEY DISTRICT COUNCIL (OFF STREET PARKING PLACES)(NO.1) ORDER 2002

The Clerk referred to the attached schedule of proposed changes to the above Order, effective from the 16th April 2007.

Members strongly opposed the re-introduction of parking charges during the winter months (November to February inclusive). This would act as a deterrent to visitors to the coast during the winter. It was also noted that it would be adverse to East Lindsey District Council’s own strategy to extend the visitor season.

Resolved: That objection be made to the proposed re-introduction of parking charges at any of the car parks in Mablethorpe and Sutton-on-Sea during the period November to February the following year.

61. CLERK’S CORRESPONDENCE

(i) Noted that a display about the Sutton-on-Sea Environmental Enhancement Scheme would be held at the Meridale Centre on Wednesday 7th March 2007 from 3.00 p.m. to 8.00 p.m.

(ii) Confirmation received from East Lindsey District Council that following the District Council’s Environment Portfolio meeting, it had been considered that the refurbished public toilet facilities on the car park at Sandilands are adequate to meet the needs of that area. However, appropriate direction signs are to be erected at Sandilands pullover.

62. MATTERS FOR URGENT DISCUSSION

(i) Repairs to beacon, Sea View car park, Mablethorpe – It was agreed to include this matter for discussion at the next meeting of the committee.

(ii) Consideration be given to bringing the old council chamber furniture to the new offices.

(iii) Glass Recycling Centres – The Clerk to investigate usage of the glass banks in Mablethorpe and Sutton-on-Sea.
