105. APOLOGY

An apology for absence was received and accepted from Cllr Mrs I Daw (personal).

106. MINUTES

It was proposed, seconded and
Resolved: That the minutes of the meeting held on 19th February 2007, having been previously circulated, be signed by the Chairman as a correct record thereof.

107. DECLARATIONS OF INTEREST

Cllr B Dobbs declared a personal and prejudicial interest in minute 109, planning application N/110/00297/07, due to his employment status at Mablethorpe Seal Sanctuary and left the meeting during the discussion and voting thereon.

Cllrs A Howard and P Jackson each declared personal interests in minute 109 due to being members of East Lindsey District Council.

Cllr A Howard declared a personal and prejudicial interest in minute 109, planning applications N/110/00191/07 and N/110/00083/07 due to his business interests in Mablethorpe.

Cllr Mrs C Lewis declared a personal and prejudicial interest in minute 109, planning applications N/110/00191/07 and N/172/00356/07 due to being the owner of holiday accommodation in Trusthorpe and left the meeting during the discussion and voting thereon.

Cllr Mrs C Lewis declared a personal interest in minute 110 for personal reasons.
Cllr G Richards declared a personal and prejudicial interest in minute 110 due to being a member of the Royal Air Forces Association and left the meeting during the discussion and voting thereon.

108. E.L.D.C. PLANNING DECISIONS

N/172/02935/06 Erection of 2 no. detached chalet style bungalows with integral garages and 1 no. detached chalet style bungalow with a detached garage 29-31 Henshaw Avenue, Sutton-on-Sea. Application withdrawn.

109. PLANNING APPLICATIONS

Resolved: That in accordance with Schedule 16 of the Local Government Act 1972 observations on the following planning applications be submitted to East Lindsey District Council (for details of submissions see appendix attached).

N/110/00191/07 That this application be supported.
Note: Cllr P Jackson chaired the meeting for this item.

N/172/00284/07 That this application be supported.

N/110/00297/07 That this application be supported.

N/110/00315/07 That objection be made – development not in keeping with other properties in the area and therefore not in compliance with Policy A4 of the East Lindsey Local Plan Alteration 1999.

N/110/00232/07 That this application be deferred pending receipt of details of the number of flats at this location. (It has been reported there are six)

N/172/00356/07 That this application be supported subject to the period of occupancy being limited to 10 months in any year.

N/110/00083/07 That this application be deferred pending receipt of further information about the proposals for access, location of bus stop and panda crossing, sufficiency of Evergreen Walk for access with HGVs. Development not in keeping with existing street scene and therefore not in compliance with Policy A4 of the East Lindsey Local Plan Alteration 1999.

N/110/00403/07 That this application be supported.

110. STREET COLLECTION

It was proposed, seconded and
Resolved: That the application made to East Lindsey District Council by the Royal Air Forces Association Wings Appeal, to hold a street collection in Mablethorpe and Sutton-on-Sea on Sunday 26th August 2007, be supported.

111. GRANT AID

The Clerk referred to an application from the Lindsey Blind Society for grant aid support towards the Society’s costs of developing the range of services it provides and the refurbishment of its Resource Centre in Skegness. It was noted that many local people benefit from the work of the Society.

Resolved: That a grant of £250 be made to the Lindsey Blind Society, subject to receiving confirmation that other town and parish councils are giving their support.

112. CLERK’S CORRESPONDENCE

(i) District and Parish Elections – Notice received from East Lindsey District Council that anyone wishing to attend the counting of votes, to be held on Friday 4th May 2007 at The Embassy Theatre, Skegness, will require an entry ticket.

(ii) Coastal Futures Meeting – Reminder to members re attendance at meeting concerning future major development in Mablethorpe to be held on the 19th March 2007 at 7.00 p.m.

(iii) Lincshore Nourishment Project - Confirmation received from Halcrow Group Ltd that the 2007 beach nourishment programme, based on December 2006 beach conditions, is expected to include south Mablethorpe to north Sutton-on-Sea beach, Wolla Bank to Chapel Point beach and Trunch Lane to Vickers Point, Ingoldmells.

113. MATTERS FOR URGENT DISCUSSION

The Clerk to investigate:-

(i) The provision of bollards at the western end of Park Road West, Sutton-on-Sea to prevent vehicular access onto Marine Avenue

(ii) The provision and location of suitable “no through road” signs on Marine Avenue, Sutton-on-Sea.

(iii) Vehicles being offered for sale on public land at various locations in Trusthorpe.
