MINUTES OF A MEETING OF THE COASTAL AND AMENITIES COMMITTEE

Held on 26th March 2007

63. APOLOGY FOR ABSENCE

An apology for absence was received and accepted from Cllr A Howard (personal).

64. DECLARATIONS OF INTEREST

Cllrs G Gooding and Mrs J Gooding each declared personal and prejudicial interests in minute 67 due to their respective business interests in Mablethorpe.

Cllr G Gooding declared a personal interest in minute 70 due to being a member of East Lindsey District Council.

65. MAYORAL PENDANT

As an alternative to repairing the existing mayoral pendant, members considered two designs for a new pendant. Members also discussed the way in which the existing pendant was fixed to the mount and how it is attached to the mayoral chain, as well as the option to obtain a metal cast pendant.

Resolved: That the Clerk obtain details of alternative types of pendants for report to the next meeting of the committee.

66. CCTV CENTRAL MONITORING CONTROL

The Clerk referred to the attached schedule of statistics in respect of viewing and download requests made available to Lincolnshire Police for the period 1st January 2007 to 28th February 2007.
The Clerk added that future reports would identify in which town incidents had been recorded.

Members discussed the potential for relocating cameras. This would be subject to each town agreeing to any proposed relocation of its cameras.

67. RE-SITING OF NOTICE BOARD

Members considered a proposal to relocate the East Lindsey District Council notice board from outside the old area office in Victoria Road to a suitable location close to the war memorial in Mablethorpe. The Clerk stated that the cost would be £342.24. It was noted that the District Council are to provide a notice board at their new premises in Stanley Avenue and were not interested in or prepared to meet any part of the cost of relocating the old notice board.

Members felt that in view of the uncertainty about the future development of the sports centre area, any decision be deferred or an alternative site be sought.

It was therefore proposed, seconded and
Resolved: That consent be sought from the owners of the Factory Shop to site a Council notice board on the High Street side of their premises.

68. BUS SHELTERS

(i) The Clerk referred to a petition, signed by 174 residents in the Sutton-on-Sea area, calling for a new bus shelter to be erected in the town centre. Confirmation had been received from Lincolnshire County Council’s Highways Department that they would not support the erection of a bus shelter at any site other than the current bus stop at the western end of the High Street.

Members considered relocation of the bus stop to possible sites in the Broadway and York Road. This would also entail a change to the bus route. Members agreed that although both sites would be suitable, to recommend relocation to York Road.

It was therefore proposed, seconded and
Resolved: To seek support from Lincolnshire County Council and the bus companies concerning the possible relocation of the bus stop and bus re-routing.

(ii) Reference was made to complaints received by some members concerning the cleanliness of the council’s bus shelters. The Clerk stated that the only contracted cleaning was that of the windows.

Resolved: To discuss the standard of window cleaning of the bus shelters with the Council’s contractor.

69. PARKING PERMITS

Members debated a proposal that parking permits should be available to residents of Sutton-on-Sea to enable them to park in dedicated parking bays in the District Council’s High Street car park. Details of the existing availability of season tickets were noted. It was agreed that more publicity was required to better inform local residents/traders about the availability of seasonal parking permits.

It was therefore proposed, seconded and
Resolved:
(i) That East Lindsey District Council be requested to publicise the availability of weekly/season tickets for parking in Sutton-on-Sea and
(ii) That consideration be given to provide dedicated parking bays for local residents.

70. CLERK’S CORRESPONDENCE

(i) Replacement of fire beacon, Sea View car park – The Clerk was asked to obtain further quotations for the supply and erection of a new fire beacon in Mablethorpe, details to be reported to a future meeting of the committee.
(ii) E.L.D.C. Rural Excellence Programme Meeting – Cllr Mrs J Taylor agreed to represent the Council at the above meeting to be held at Tedder Hall, Manby on the 26th April 2007.
(iii) Alleged closure of the Dunes Family Entertainment Centre, Mablethorpe – The Clerk reported that the leasee of the Dunes had, allegedly, closed the bar and theatre but continued to install gaming machines. It was agreed to ask East Lindsey District Council officers for a full report about the ongoing operation of the premises.
