MINUTES OF A MEETING OF THE GENERAL PURPOSES COMMITTEE Held on 2nd April 2007 Present: Cllr Mrs C Lewis (In the Chair) 114. MINUTES It was proposed, seconded and 115. DECLARATIONS OF INTEREST Cllr A Howard declared a personal interest in minute 121 due to being a member of Lincolnshire County Council. Cllr A Howard declared a personal interest in minute 116 due to being a member of East Lindsey District Council. Cllr A Howard declared a personal and prejudicial interest in minute 117, planning applications N/110/00458/07, N/110/00088/07 and N/110/00462/07 due to his business interests in Mablethorpe and left the meeting during the discussion and voting thereon. Cllr Mrs J Taylor declared a personal and prejudicial interest in minute 121(i) due to her daughter’s use of Seaholme Road to park her car and left the meeting during the discussion and voting thereon. Cllr Mrs C Lewis declared a personal interest in minute 117, planning application N/172/00493/07 due to her professional association with the nursing home’s residents. Cllr Mrs C Lewis declared a personal and prejudicial interest in minute 117, planning application N/172/00426/07 due to knowing the applicant in her professional capacity and left the meeting during the discussion and voting thereon. Cllr Mrs C Lewis declared a personal and prejudicial interest in minute 117, planning applications N/172/00495/07 and N/172/00356/07 due to being the owner of holiday accommodation in Trusthorpe and left the meeting during the discussion and voting thereon. Cllr Mrs C Lewis declared a personal and prejudicial interest in minute 119 due to being a member of St. Peter’s Parochial Church Council and left the meeting during the discussion and voting thereon. 116. E.L.D.C. PLANNING DECISION N/187/00172/07 Construction of a new vehicular access and provision of entrance gates – 23 Radio St Peters, Trusthorpe. Application approved subject to no entrance gates being erected. 117. PLANNING APPLICATIONS It was proposed, seconded and N/172/00493/07 That this application be supported. N/110/00458/07 That this application be deferred pending a site visit to examine means of access. Note that the description is misleading because there is still a building on this site. GRANT AID The Clerk referred to an application from St Peter’s Parochial
Church Council for grant aid support towards the cost of improvements
to St. Peter’s annexe, including an extension to the kitchen area
and the installation of toilet facilities for the disabled, approximate
cost £4225.00 Members felt they could not support a retrospective application and
it was therefore proposed, seconded and The Clerk reported that he had received a request from a Mrs C Mason of Sutton-on-Sea for the Council to give consent to the exhumation of the body of her late husband, Mr Keith Mason, from Trusthorpe Cemetery. It was noted that Mrs Mason would be moving to Exmouth, Devon and wanted to have her husband re-buried there. The Clerk stated that because the deceased is buried in consecrated ground, a faculty will be required from the Church of England to exhume the body and that, normally, the Church of England do not support exhumation in these circumstances. East Lindsey District Council’s Environmental Protection Section had no objection provided that eleven conditions are adhered to. The Clerk outlined further requirements, including the need to have a police officer and a representative of the Town Council present. Members were supportive of Mrs Mason’s wishes and it was therefore
proposed, seconded and 121. PROPOSED WAITING RESTRICTIONS Consideration was given to the following Lincolnshire County Council’s waiting restrictions proposals:- (i) Seaholme Road, Mablethorpe – Due to irresponsible parking along Seaholme Road, it is proposed to introduce a 30 minute waiting limit Monday to Saturday 8.00 a.m. to 6.00 p.m. on the south side of Seaholme Road from its junction with Marian Avenue eastwards for 35 metres. It was proposed, seconded and Resolved: (ii) Proposed amendment to existing parking restrictions, High Street,
Mablethorpe – Due to irresponsible parking along the High Street,
it is proposed to remove the seasonality aspect of the existing restriction
for the section of High Street from its junction with Alexandra Road,
eastward 155 metres. 122. TENDERS FOR GRASS CUTTING, ETC The Clerk requested the Committee to consider suspending Standing Orders in order to consider this matter. It was proposed, seconded and The Clerk referred to the attached schedule of tenders received for the above works. It was noted that the tenders had been opened in accordance with Standing Orders. After discussing each tender it was proposed, seconded and (i) That tenderer A, Mr M R Nelsey, be awarded the contract for maintenance of the Branch Line Walk for the period 1st April 2007 to 31st March 2010 (ii) That tenderer B, Mr J W Atkinson, be awarded the contract for all other grass cutting and maintenance services for the period 1st April 2007 to 31st March 2010. 123. CLERK’S CORRESPONDENCE (i) Temporary road closure – notice received from Lincolnshire County Council that Alexandra Road, Mablethorpe will be closed to all vehicular traffic from the 10th to 16th April 2007 for essential sewerage works. Alternative route via A1104 High Street, Kingsley Road, Chaucer Avenue and vice versa. (ii) Lindsey Blind Society – noted that 8 other town/parish councils in East Lindsey have supported the society. 124. MATTERS FOR URGENT DISCUSSION The Clerk was asked to investigate the following complaints:- (i) Provision of “no cycling” signs on public walkways. |
