125. MINUTES

It was proposed, seconded and
Resolved: That the minutes of the meeting held on 2nd April 2007, having been previously circulated, be signed by the Chairman as a correct record thereof.

126. DECLARATIONS OF INTEREST

Cllr A Howard declared a personal interest in minute 127 due to being a member of East Lindsey District Council.

Cllr A Howard declared a personal interest in minute 128, planning application PL/0029/07 due to being a member of Lincolnshire County Council.

Cllr A Howard declared a personal and prejudicial interest in minute 128, planning application N/172/00823/07 and minute 130 due to his business interests in Mablethorpe and left the meeting during the discussion and voting thereon.

Cllr Mrs C Lewis declared a personal and prejudicial interest in minute 128, planning application N/172/00663/07 and minute 129 due to being the owner of holiday accommodation in Trusthorpe and a member of St. Peter’s Church P.C.C. respectively and left the meeting during the discussion and voting thereon.

127. E.L.D.C. PLANNING DECISIONS

N/172/00495/07 Extension to existing mobile home to provide a conservatory – 4 St John’s Court, Highgate Park, Sutton-on-Sea. Application approved.

N/172/02975/06 Retention of a conservatory to existing static holiday caravan – 15 Regent Way, Highgate Park, Sutton-on- Sea. Application approved.

128. PLANNING APPLICATIONS

Resolved: That in accordance with Schedule 16 of the Local Government Act 1972, observations on the following planning applications be submitted to East Lindsey District Council (for details of submissions see appendix attached).

N/172/00616/07 That this application be supported.

PL/0029/07 That this application be supported.

N/172/00663/07 That this application be supported, subject to holiday accommodation being conditioned to occupation for 10 months in each year. Caravan to be removed from site within 12 months of completion of the development.
Note: Cllr P Jackson chaired the meeting for this item.

N/110/00232/07 That this application be deferred pending confirmation of current planning status of the premises.

N/172/00823/07 That this application be supported.

N/172/00948/07 That this application be supported, subject to condition to apply that caravan is removed from site within 12 months of completion of the development.

N/110/00946/07 That this application be supported.

129. GRANT AID

The Clerk referred to an application from St. Peter’s Church P.C.C. for grant aid towards the cost of grass cutting and land maintenance works of the St. Peter’s Annexe area. It was noted that the cost was estimated at £560.

Resolved: That the committee recommend a grant of £280 be made to St. Peter’s Church P.C.C. towards the cost of maintenance of the annexe area.

130. SUPERMARKET DEVELOPMENT IN MABLETHORPE

The Clerk referred to a letter received from Mr S Z Ahmed of the Baadshah Supermarket, Mablethorpe concerning the proposal to provide more supermarket facilities in Mablethorpe. Mr Ahmed was opposed to such action due to the effect it may have on his business and other local tradesmen. Mr Ahmed had also petitioned more than 200 local people, most of whom were against any additional supermarkets in the town. In acknowledging Mr Ahmed’s concerns, it was felt that it is too early to comment on this matter and it was therefore proposed, seconded and
Resolved:
(i) That the Council note Mr Ahmed’s concerns, but
(ii) That any formal comments on any proposals to increase supermarket provision in Mablethorpe be deferred until such time as more information is available.

131. CLERK’S CORRESPONDENCE

(i) Lincolnshire Mobile Police Office – Noted that the mobile police office will be visiting Mablethorpe on Thursday 17th May 2007.

(ii) Temporary Road Closure – Confirmation received from Lincolnshire County Council that Stanley Avenue (south of the entrance to Lidl supermarket), Mablethorpe will be closed to all vehicular traffic on Saturday 2nd June 2007 between 12.00 noon and 6.00 p.m. Reason for closure is Mablethorpe Festival.

(iii) Notification received from Lincolnshire County Council that “Everybody Benefits” days are being held throughout the county for older people to enquire about the benefits they could receive. The meeting closest to Mablethorpe is being held on Monday 14th May 2007 at Elizabeth Court, Church Street, Louth.
Members were concerned that in view of the high percentage of retired people in Mablethorpe and Sutton-on-Sea that no such event is being held in the town.
