MINUTES OF A MEETING OF THE COASTAL AND AMENITIES COMMITTEE

Held on 4th June 2007

1. CHAIRMAN

It was proposed, seconded and
Resolved: That Cllr Mrs M Rolls be elected Chairman for the ensuing year.

2. VICE CHAIRMAN

It was proposed, seconded and
Resolved: That Cllr Mrs C Lewis be elected Vice Chairman for the ensuing year.

3. APOLOGIES

An apology for absence was received and accepted from Cllr R B Shields, MBE (personal).

4. DECLARATIONS OF INTEREST

Cllr C Tebbutt declared a personal and prejudicial interest in minute 6(i) due to his business interests and left the meeting during the discussion and voting thereon.

Cllrs A Howard and P Jackson each declared personal interests in minute 7 due to being governors of Mablethorpe Community Primary School and Nursery.

Cllr A Howard declared a personal interest in minute 9 due to being a member of East Lindsey District Council and Lincolnshire County Council.

Cllr G Gooding declared a personal interest in minute 9 due to being a member of East Lindsey District Council.

5. MINUTES

The minutes of the meeting held on 26th March 2007, having been previously circulated, were signed by the Chairman as a correct record thereof.

6. FINANCIAL AID

(i) Sutton Rovers Juniors Under 10’s Football Club – financial support towards the provision of freestanding goals. It was noted that it is essential for the club to have this type/size of goal posts for them to compete in the under 10’s winter league matches. It was therefore proposed, seconded and
Resolved: That a grant of £200 be made to the Sutton Rovers Juniors Under 10’s Football Club towards the purchase of portable goals, estimated to cost £463.

(ii) Sutton Art Club – financial support towards the cost of hiring premises to hold the club’s annual art exhibition. It was proposed, seconded and
Resolved: That a grant of £150 be made to the Sutton Art Club towards the cost of hiring premises to hold the club’s annual art exhibition.

7. SWIMMING GRANTS

Whilst considering grant aid support for the town’s primary schools towards the cost of providing swimming tuition, members felt that parents should be asked to make donations towards their children’s swimming lessons. It was also felt appropriate for both schools to provide a full breakdown of their swimming tuition costs and to request the schools to provide information about the level of swimming competence achieved by all the children.

Members agreed that the Council should continue support towards this project and it was therefore proposed, seconded and
Resolved: That a grant of £1100 each be awarded to the Mablethorpe Primary School and Nursery and the Sutton-on-Sea Primary School towards their respective swimming tuition costs.

8. ACRE GAP SUB-COMMITTEE

It was proposed, seconded and
Resolved: That the minutes of the meetings of the Acre Gap Sub- Committee held on the 9th March 2007 and 13th April 2007 be received and noted.

9. PROVISION OF CAR PARKING PERMITS – PROPOSED FEASIBILITY STUDY

It was noted that both East Lindsey District Council and Lincolnshire County Council have considered issues concerning the decriminalisation of on-street parking offences. Further, before undertaking any trials in the district, they are awaiting the results of some pilot schemes that are currently ongoing throughout the country.

It was therefore proposed, seconded and
Resolved: That the Council defers consideration of conducting a feasibility study into the provision of parking permits for local residents until such time as decriminalisation issues are made clear.

10. MATTERS FOR URGENT DISCUSSION

(i) Mablethorpe Festival – members expressed their thanks and appreciation to all who had helped with the Festival. It had been a very successful day. The Clerk was asked to thank Haven Leisure for their help.

(ii) Stanley Avenue, street furniture – The Clerk was asked to enquire of East Lindsey District Council regarding the provision of street furniture. In particular, the provision of public seating, dog waste bins and litter bins.

(iii) Memorial Seats, Mablethorpe Pullover - The Clerk reported that all the memorial seats are to be re-sited on the pullover or within the adjacent garden area. It is understood the re-siting will be completed by the 30th June 2007.

(iv) Recycling bins, Sutton-on-Sea – The Clerk was asked to investigate the ongoing problem of rubbish/bottles being left at the bin sites without being placed in the bins.
