THE GENERAL PURPOSES COMMITTEE

9. APOLOGY
An apology for absence was received and accepted from Cllr Mrs M Morgan
(illness).
10. DECLARATIONS OF INTEREST
Cllr G Richards declared a personal and prejudicial interest in minute
14 due to being a national governor of the Lifeboat Service and left the
meeting during the discussion and voting thereon.
Cllr A Howard declared personal interests in minutes 12 and 16 due to
being a member of East Lindsey District Council and minute 15 due to being
a member of Lincolnshire County Council.
11. MINUTES
The minutes of the meeting held on 29th May 2007, having been previously
circulated, were signed by the Chairman as a correct record thereof.
12. E.L.D.C. PLANNING DECISIONS
N/172/00948/07 Outline erection of 2 no. dwellings, existing workshop
and caravan on site to be removed – land rear of
29 Alford Road, Sutton-on-Sea. Application refused.
13. PLANNING APPLICATIONS
It was proposed, seconded and
Resolved: That in accordance with Schedule 16 of the Local Government
Act 1972, observations on the following planning applications be submitted
to East Lindsey District Council (for details of submissions see appendix
attached).
N/172/01151/07 That objection be made – due to the potential impact
of surface water run-off into the gardens of existing properties. Development
therefore not in compliance with Policy A4 of the East Lindsey Local Plan
Alteration 1999.

Cllr Richards voted against support for the proposed
development. All other members supported the proposal.

developed must be reserved for vehicle parking in accordance with Condition
2, Planning Application N/110/00071/00.
N/172/01173/07 That this application be supported.
N/110/01107/07 That objection be made – development not in keeping
with other properties in this area and therefore not in compliance with
Policy A4 of the East Lindsey Local

14. STREET COLLECTION
It was proposed, seconded and
Resolved: That the application to East Lindsey District Council from Mablethorpe
Lifeboat to hold a street collection in Mablethorpe, Trusthorpe and Sutton-on-Sea
on Monday 27th August 2007, be supported.
15. ESTABLISHMENT OF BUS SERVICE FOR STANLEY AVENUE, MABLETHORPE
The Clerk reported that Age Concern Lindsey are seeking the Council’s
support to their campaign which is addressed at the lack of public transport
serving all the new facilities on Stanley Avenue.
It was noted that the County Council’s Call Connect Service is available.
It was also noted that it would be difficult to encourage bus operators
to extend their existing service routes without the incentive of subsidies
from Lincolnshire County Council.
It was proposed, seconded and
Resolved: That the Council fully support Age Concern Lindsey’s proposal
to campaign for the extension of the existing bus route to include Stanley
Avenue.
16. EAST LINDSEY DISTRICT COUNCIL –
PLANNING TRAINING EVENTS
The Clerk reported that East Lindsey District Council is to hold further
training events, similar to those held last year. The events are aimed
at giving members an insight into the planning process, development control
and the role of town/parish councils, etc.
Cllrs Mrs I Daw, P K Prince, S Pratley and Mrs J Taylor agreed to attend.
17. CLERK’S CORRESPONDENCE
(i) Temporary Road Closure – Confirmation received from Lincolnshire
County Council that High Street, Sutton-on-Sea will be closed from 11.00
hours to 17.00 hours and that the Broadway and York Road will be closed
from 14.25 hours to 17.00 hours on Sunday 29th July 2007. Reason for closure
is Sutton-on-Sea carnival.
(ii) Localised Flooding – Confirmation received from East Lindsey
District Council that free unfilled sandbags are available from the District
Council’s depot on Burgh Road, Skegness. Filled sandbags will be
delivered free of charge but may be subject to delays.
(iii) Anglian Water – Information received that Anglian Water will
be laying a new drain on Victoria Road, Mablethorpe from its junction
with the High Street to Parry Road. Works to commence late September 2007
and anticipated for completion by February 2008.
(iv) Red Arrows Display Team – will form part of Mablethorpe’s
illuminations switch-on. The display will commence at around
5.00 p.m. on Sunday 22nd July 2007.
(v) Lincolnshire County Council Transport briefing – noted that
the Transport Briefing is now available on Lincolnshire County Council’s
website.
18. MATTERS FOR URGENT DISCUSSION
Noted that a NHS dental service is to be provided in the town by December
2007 at the latest.
Before the closure of the meeting the Mayor, Cllr Tony Howard, presented
the Town Clerk with leaving gifts from members. Thanking members, the
Clerk stated that he had enjoyed his time working for the Council and
wished his successor and the Council all the best for the future.
