19. APOLOGY
An apology for absence was received and accepted from Cllr A Howard
(personal).
20. DECLARATIONS OF INTEREST
Cllr Mrs J Taylor declared a personal and prejudicial interest in minute
22 due to knowing the applicant in respect of application N/110/01246/07
and left the meeting during the discussion and voting thereon.
Cllr P Jackson declared a personal and prejudicial interest in minute
22
due to his property being adjacent to 8A The Strand, application N/110/01090/07,
and left the meeting during the discussion and voting thereon.
21. MINUTES
The minutes of the meeting held on 25 June 2007, having been previously
circulated, were signed by the Chairman as a correct record thereof.
22. PLANNING APPLICATIONS
It was proposed, seconded and
Resolved: That in accordance with Schedule 16 of the Local Government
Act 1972, observations on the following planning applications be submitted
to East Lindsey District Council (for details of submissions see appendix
attached).
N/110/01090/07 That this application be supported.
N/110/01246/07 That objection be made – over intensive development.
Concern about access, parking and vehicular movement / congestion on the
private drive and therefore considered not to comply with Policy TR3 of
the East Lindsey Local Plan Alteration 1999.
N/172/01390/07 That objection be made – concern about overlooking
of neighbours and impact on their amenity and therefore contrary to Policy
A4 of the East Lindsey Local Plan Alteration 1999.
N/187/01293/07 That this application be supported.
N/172/01356/07 That this application be supported.
N/172/01151/07 That objection be made – due to the potential impact
of surface water run off into the gardens of neighbouring properties.
Therefore the development would not comply with Policy A4 of the East

23. TREE PRESERVATION ORDER
It was reported that an application had been received by the District
Council to carry out work on two trees in the rear garden of 6 Ivel Close.
The trees were two semi-mature sycamore trees protected under Tree Preservation
Order, Mablethorpe 2000 no. 1. The request was to fell one tree and to
reduce the crown of the other by 15%.

Resolved: That the application to East Lindsey District Council for work
on the two sycamore trees at 6 Ivel Close be supported.
24. SUPERMARKET SUB-COMMITTEE
Councillor S Pratley presented a report on the work of the sub-committee
established following a public meeting held to consider the development
of a supermarket for the area. The outcome of the public meeting was strong
support for a hypermarket rather than a convenience store with Asda being
the preferred operator.
It was reported that discussions had been held with representatives
of Asda who were interested in development in the area. The next stage
would be to undertake a feasibility study on each of the sites identified.
It was hopeful that progress would be made.
25. CLERK’S CORRESPONDENCE
(i) Street Collection - The Clerk referred to an application received
by the District Council from Disability Lincs, Mablethorpe, Sutton and
District Branch, for a street collection to be held on 25 August 2007.
In view of the timescale, it was noted that the Clerk would respond to
the District Council supporting the application.
(ii) Amendments to Waiting Restrictions - Correspondence received from
Lincolnshire County Council regarding amendments to the waiting restrictions
on Waterloo Road, Mablethorpe. Members expressed concerns that the proposal
to revoke the existing restrictions on the east side of the road would
result in congestion. It was considered that a satisfactory improvement
would be the introduction of a disabled parking area as proposed, with
an additional area designated as a drop off point for the O.A.P. Association
Hall.
(iii) Mobile Art Fair – It was noted that an event would be held
between 23-27 July and the members of the Town Council would be invited
to a private viewing on Tuesday 24 July 2007.
26. MATTERS FOR URGENT DISCUSSION
The Clerk to investigate:-
(i) the condition and signage of the public footpath on Walkington Way,
Sutton-on-Sea;
(ii) the positioning of signage on the south promenade, Sutton-on-Sea
for the lost children point;
(iii) the use of a caravan in the rear garden of 158 High Street, Mablethorpe
and allegations of anti-social behaviour in the area.
