27. DECLARATIONS OF INTEREST
Cllr A Howard declared a personal interest in minute 29 due to
being a member of East Lindsey District Council.
Cllr Mrs J Taylor declared a personal and prejudicial interest
in minute 30 due to her property being close to application N/172/01531/07
and left the meeting during discussion and voting thereon.
28. MINUTES
The minutes of the meeting held on 16 July 2007, having been previously
circulated, were signed by the Chairman as a correct record.
29. E.L.D.C. PLANNING DECISIONS
N/110/01090/07 Extension to existing dwelling to provide a granny
annex, existing caravan on site to be removed –
8A The Strand, Mablethorpe. Application refused.
N/172/00952/07 Change of use, conversion of, extension and alterations
to existing dwelling to provide 2 no. maisonettes, to include the
removal of existing single storey rear kitchen which is to be rebuilt
– 26 Station Road, Sutton-on-Sea. Application refused.
30. PLANNING APPLICATIONS
It was proposed, seconded and
Resolved: That in accordance with Schedule 16 of the Local Government
Act 1972, observations on the following planning applications be
submitted to East Lindsey District Council (for details of submissions
see appendix attached).
N/172/01151/07 That objection be made due to insufficient detail
being provided with the application on the drainage system, particularly
the disposal of surface water, and therefore concern for the impact
on neighbouring property. It was considered contrary to Policy ENV3
of the East Lindsey Local Plan Alteration 1999.
N/172/01522/07 That this application be supported.
N/172/01441/07 That this application be supported.
N/110/01387/07 That objection be made due to the impact of the
development on the occupiers of neighbouring property as the proposed
dwellings were elevated and set back behind the existing dwellings,
resulting in overlooking and loss of amenity. Also concern that
the elevated dwellings will be out of character in the area and
therefore detrimental to the street scene. The application was considered
to be contrary to Policy A4 and A5 of the East Lindsey Local Plan
Alteration 1999.
N/110/01375/07 That this application be supported subject to confirmation
that the proposal meets Building Regulations and Fire Safety requirements.
N/110/01552/07 That this application be supported.
N/110/01563/07 That this application be supported.
N/172/01531/07 That objection be made due to part of the proposed
site extends beyond the area currently used as a depot into designated
open countryside and is therefore contrary to Policy DC1 of the
East Lindsey Local Plan Alteration 1999. Also concern that due to
the scale of the development, the lack of details provided by the
outline application made it impossible to judge the impact of the
development on neighbouring properties and the adequacy of the highway
arrangement.
Note: Cllr A Howard did not speak or vote on application N/172/01531/07
due to his membership of East Lindsey District Council.
31. CLERK’S CORRESPONDENCE
(i) Walkington Way – Confirmation received from Lincolnshire
County Council that public footpath 338 was still shown on the Definitive
Map and had been cleared.
(ii) Temporary footpath closure – Information received from
Lincolnshire County Council that the public footpath opposite Honeysuckle
Close, Sutton-on-Sea would be closed for 6 months from 20 August
2007 due to residential development work.
(iii) Traffic survey – Information from Lincolnshire Road
Safety Partnership regarding a traffic survey carried out on Furlongs
Road.
(iv) Resurfacing works – Notification that Lincolnshire County
Council are to undertake works on the C588, Main Street, Trusthorpe,
for one week during September/October 2007.
(v) Traffic Regulation Order – Confirmation that the County
Council had published an Order regarding No Waiting on part of High
Street, Mablethorpe and 30 minute limit on part of Seaholme Road,
Mablethorpe. The Clerk was asked to write to the County Council
and the Police regarding the enforcement of traffic regulation orders.
(vi) Planning application – Notification received from East
Lindsey District Council that an application for development of
a leisure complex at Kent Avenue, Theddlethorpe St Helen had been
withdrawn.
(vii) Proposed development – Notification received from
Eastern Shires Housing Group regarding a development on Cades Field,
Sutton-on-Sea and an offer to attend a meeting to present the proposals
which was accepted by the members.
(viii) Mablethorpe future – A document received setting
out an individual’s vision for future development in the area.
Copy to be sent to each town councillor.
32. MATTERS FOR URGENT DISCUSSION
(i) The condition of the footpath at the end of Furlongs Road to
Acre Gap to be investigated.
(ii) The recent events in Queens Park regarding the swans –
it was noted that a report would be presented to the next meeting
of the Coastal and Amenities Committee.
(iii) The proliferation of fly posters and unauthorised signs in
the area to be investigated.
(iv) The damage to the road surface on Brickyard Lane to be investigated.
(v) The recent incident at Sutton-on-Sea when the police, ambulance
service and the lifeboat were deployed looking for a young child
who had been left unsupervised on the beach.
