33. APOLOGIES FOR ABSENCE
Apologies for absence were received and accepted from Cllrs P
Prince (personal), E Rolls (personal) and G Richards (personal).
34. DECLARATIONS OF INTEREST
Cllr A Howard declared a personal interest in minutes 35 and 38
due to being a member of East Lindsey District Council.
Cllrs A Howard and P Jackson declared a personal interest in minute
36, planning applications N/110/01699/07 and N/110/01701/07, due
to their membership of the Mablethorpe Tourism Forum.
Cllr S Pratley declared a personal interest in minute 36, planning
applications N/110/01699/07 and N/110/01701/07, due to his position
as membership secretary of the Arts Culture sub-committee of the
Mablethorpe Tourism Forum.
Cllr A Howard declared a personal and prejudicial interest in minute
36, planning application N/110/01707/07, due to his business interests
and left the meeting for this item.
35. E.L.D.C. PLANNING DECISIONS
N/172/01390/07 Erection of a single storey dwelling with rooms in
the roof space and a detached single garage on the site of an existing
garage which is to be removed – land adjacent to 14 Sandilands
Close, Sandilands. Application approved.
36. PLANNING APPLICATIONS

37. FINANCIAL ASSISTANCE
(i) Mablethorpe, Sutton and District Chrysanthemum Society - financial
support towards the cost of hiring premises for the annual exhibition.
It was proposed, seconded and
Resolved: That a grant of £150 be made to the Mablethorpe,
Sutton and District Chrysanthemum Society towards the cost of hiring
premises for the annual exhibition.
(ii) St. Peter’s Parochial Church Council – financial
support towards the maintenance of the churchyard and approach.
It was noted by members of the committee that the Town Council provided
ongoing annual support to the P.C.C. by undertaking the grass cutting
and other maintenance in the churchyard. It was also stated that
a grant was awarded last year for what appeared to be similar work.
The committee were however concerned that if the work related
to dead or dying trees there should be no risk to the public using
the churchyard. It was therefore proposed, seconded and
Resolved: That the grant application be declined and that more information
be provided on the nature of the work required and details of any
potential risk to the public.
38. REVIEW OF POLLING DISTRICTS AND POLLING PLACES
The Clerk reported that the District Council was undertaking a
review of polling districts and polling places. The purpose of the
initial consultation was to seek views of the Town Council on the
suitability of the existing polling stations used at elections.
Members of the committee made a number of comments including:-
(i) access for disabled voters, particularly some problems at the
Brownie Hut.
(ii) concerns from voters in parts of the Trusthorpe and Mablethorpe
South Ward who had to travel to Trusthorpe Village Hall when the
polling station on Victoria Road was closer.
(iii) concern about the problems for voters accessing Trusthorpe
Village Hall on foot as there was no pedestrian crossing from the
footway on the opposite side of the road.
It was proposed, seconded and
Resolved: That the District Council be informed that the polling
arrangements in Mablethorpe, Sutton-on-Sea and Trusthorpe were satisfactory
subject to arrangements being made for disabled access at the Brownie
Hut and the problem of crossing the road (A52) at Trusthorpe Village
Hall being addressed.
39. CLERK’S CORRESPONDENCE
(i) Fly posting – response from Lincolnshire County Council
explaining that due to lack of resources fly posting was not dealt
with on a regular basis. Priority was given to maintaining the highway
network.
(ii) Brickyard Lane – response from Lincolnshire County Council
explaining that the condition of the highway would be inspected
and work prioritised within budget limitations.
(iii) Traffic Regulation Orders – response from Lincolnshire
County Council regarding enforcement of traffic regulation orders
and the likely introduction of decriminalised parking enforcement
by which levels of enforcement will be much increased.
(iv) Bus Shelter, Seacroft Road, Mablethorpe – details received
from Lincolnshire County Council regarding proposed replacement
bus shelter.
(v) Victoria Road, Mablethorpe – notification of temporary
road closure for 20 weeks from 1 October 2007.
(vi) Sand bags – information from East Lindsey District Council
about the provision of sand bags for local “self help”.
(vii) Leicester children – details of a visit by 125 children
to the town.
40. MATTERS FOR URGENT DISCUSSION
(i) The Clerk to write to Lincolnshire County Council regarding
the lack of any pedestrian crossing facility on the A52 between
Mablethorpe and Sutton-on-Sea.
(ii) The Clerk to notify the County Council of damage to the road
surface on Seaholme Road near the bridge over the outlet.
(iii) A question why it should take an ambulance 35 minutes to
reach an incident in Sutton-on-Sea.
(iv) Request for information on progress regarding the provision
of a bus service along Stanley Avenue.
(v) Details of complaints made by users of the Community Room in
the office building regarding difficulties leaving the building
due to the security system on the door at the bottom of the stairs.
(vi) Information about a Policing Forum to be held at Louth Town
Hall on 8 October 2007 at 7.30 p.m.
(vii) Thanks received from a member of the public for the provision
of the dog waste bin on Stanley Avenue.
(viii) Details of the footpath linking Camelot Gardens and Station
Road being adopted.
(ix) Concern about the lack of action on fly posting.
(x) Thanks received from the Mablethorpe Marathon Committee for
the Town Council’s support.
(xi) Thanks from a member of the public for the Town Council’s
reporting of the problem with A boards and the subsequent action.
