50. DECLARATIONS OF INTEREST
Cllrs S Pratley and Mrs J Taylor declared a personal interest
in minute 53, planning application N/172/02427/07, due to correspondence
with the applicant.
Cllr Mrs I Daw declared a personal interest in minute 53, planning
application N/187/01811/07, due to living on Mile Lane, Trusthorpe.
Cllr A Howard declared a personal interest in minute 52 due to
his membership of the District Council and minute 54 due to his
membership of the County Council.
Cllr P Jackson declared a personal and prejudicial interest in
minute 53, planning application N/110/02090/07, due to living very
close to the proposed development and planning application N/110/00045/07
due to having contact with the applicant.
Cllr A Howard declared a personal interest in minute 53, planning
application N/172/02427/07, due to being involved in discussions
about the applicant’s business.

Resolved: That the minutes of the meeting held on 8 October 2007,
having been previously circulated, be signed by the Chairman as
a correct record thereof.
52. E.L.D.C. PLANNING DECISIONS
N/172/00663/07 Extensions and alterations to existing dwelling
to provide a sun room with 1 no. bedroom and en-suite over, conversion
of and extension to existing detached double garage to provide a
lounge/dining area, 1 no. bedroom with en-suite and an integral
double garage with the provision of link corridor to existing dwelling
– Beach Cottage, Ings Lane, Sutton-on-Sea. Application refused.
N/110/01653/07 To continue to site a storage container –
The Clock Complex, Seaholme Road, Mablethorpe. Application refused.
53. PLANNING APPLICATIONS
It was proposed, seconded and
Resolved: That in accordance with Schedule 16 of the Local Government
Act 1972, observations on the following planning applications be
submitted to East Lindsey District Council (for details of submissions
see appendix attached).
N/110/02090/07 That this application be supported.
N/187/02426/07 That this application be split and
(a) the extension to the existing dwelling be supported;
(b) that objection be made to the extension to the existing domestic
curtilage as no justification has been provided to extend into open
countryside and is therefore contrary to Policy DC1 of the East
Lindsey Local Plan.
N/110/02450/07 That this application be supported.
N/172/02314/07 That this application be supported.
N/172/02427/07 That this application be supported, subject to
confirmation that the access onto the A52 has approval and meets
the requirements of the Highways Authority.
N/110/00045/07 That objection be made –
(i) Need to retain site for industrial purposes
(ii) Need to retain employment in Mablethorpe
N/172/02464/07 That this application be supported, subject to a
planning condition preventing the sub-division of the property to
create two dwellings.
N/187/01811/07 That this application be supported.
54. ON STREET PARKING
The Chairman, Councillor B Dobbs, raised a number of concerns regarding
the lack of enforcement for illegal on street parking. He provided
details of areas within Mablethorpe where vehicles regularly park
on double yellow lines, including areas where no loading restrictions
also apply.
Instances were also highlighted where the markings and signing were
unenforceable due to these being inconsistent with the legal requirements.
The Committee was informed that this was an issue that had also
been raised by the Traffic Warden who used to work in the area.
It was noted that the Police, County Council and District Council
were considering the introduction of decriminalisation of on street
parking. However, this had been under discussion for some years
and little progress was evident.
Following discussion about problems in particular locations, it
was proposed, seconded and
Resolved:
(i) That a letter be sent from the Town Council, to be delivered
by the Chairman of this Committee to the Police Forum scheduled
for 8 November 2007.
(ii) That a copy of the letter be provided to the Neighbourhood
Management Forum for the issue to be considered as part of that
initiative.
Note: Cllrs G Parkhurst and Mrs J Taylor declared a personal interest
when Fitzwilliam Street was discussed.
55. CLERK’S CORRESPONDENCE
(i) Street collection – an application had been received
by the District Council from the Old Fossils Gentlemen’s Club.
The request was for a Father Christmas float to collect in Sutton-on-Sea
during the period 10 December to 15 December 2007.
It was proposed, seconded and
Resolved:
(1) That Standing Order 21(q) be invoked to allow the Council to
respond to the consultation.
(2) That the application from The Old Fossils Gentlemen’s
Club for a street collection in Sutton-on-Sea between 10 and 15
December 2007 be supported.
(ii) Halloween – information being distributed by the District
Council and Rural Policing Forums advising householders on how to
deal with activities at Halloween.
(iii) Micro chipping – information from the District Council
on an initiative to provide a dog micro chipping service for residents.
(iv) Salting Routes – information from the County Council
on the roads to be treated during the winter 2007/08. It was noted
that Stanley Avenue was not on the routes but was used to access
the medical centre and by ambulances.
56. MATTERS FOR URGENT DISCUSSION
(i) Tourism Forum – a request that Town Councillors are notified
of events arranged by the Forum.
(ii) Halloween – details of information available from the
police web site on “trick or treat”.
(iii) Wind farm – a suggestion that the Town Council investigate
the possible provision of an information/education facility at the
wind farm site.
(iv) Speeding – concern about the speed of vehicles on the
A52 and other roads in the area. It was reported that the Road Safety
Partnership had agreed to include the area in future speed reduction
campaigns.
(v) Highways maintenance – it was reported that the County
Council had allocated a budget of half a million pounds for small
maintenance schemes. Town Councillors were invited to put forward
suggestions to the relevant County Councillor. Brickyard Lane in
Sutton-on-Sea was suggested as requiring some maintenance.
(vi) Pedestrian crossing – request for progress on the provision
of a pedestrian crossing on the A52 in Trusthorpe.
(vii) Publicity – request that information be provided in
the local press on the business discussed at meetings.
(viii) Main Street, Trusthorpe – request for consideration
to be given to the introduction of a weight restriction on Main
Street.
(ix) Stanley Avenue, Mablethorpe – information on a meeting
to be held to consider the introduction of traffic regulation orders
following the adoption of the highway.
