57. APOLOGIES
Apology for absence was received from Cllr P Jackson (illness).
58. DECLARATIONS OF INTEREST
Cllr A Howard declared a personal interest in minute 60 due to
his membership of the District Council and minute 62 and minute
63 (item 2) due to his membership of the County Council.
Cllr G Parkhurst declared a personal and prejudicial interest
in minute 61, planning application N/110/02645/07, due to living
very close to the proposed development and left the meeting during
consideration of this item.
Cllr A Howard declared a personal and prejudicial interest in
minute 61, planning application N/110/02535/07, due to comments
made about him during the election campaign and planning application
N/110/02645/07 due to being a friend of the applicant and left the
meeting during consideration of these items.
59. MINUTES
It was proposed, seconded and
Resolved: That the minutes of the meeting held on 29 October 2007,
having been previously circulated, be signed by the Chairman as
a correct record thereof, subject to correcting minute 50 to show
Cllr Mrs I Daw’s declaration of interest being due to living
on Main Road, Trusthorpe.
60. E.L.D.C. PLANNING DECISIONS
N/187/00669/07 Change of use of agricultural land to use as an
extension to the existing cemetery, construction of footpaths –
land west of cemetery, Sutton Road, Trusthorpe. Application approved.
N/172/02738/06 Erection of 1 no. single storey dwelling with rooms
in the roof space with an integral single garage and 1 no. single
storey dwelling with rooms in the roof space with a detached single
garage on the site of an existing garage which is to be removed
– land at Kohima, Sandilands Close, Sandilands. Appeal decision
– application approved.
61. PLANNING APPLICATIONS
It was proposed, seconded and
Resolved: That in accordance with Schedule 16 of the Local Government
Act 1972, observations on the following planning applications be
submitted to East Lindsey District Council (for details of submissions
see appendix attached)
N/110/02535/07 That objection be made – due to its design,
materials and location on the front of the building close to the
footway, it would be out of keeping with the building and detrimental
to the street scene and therefore contrary to Policy A5 of the East
Lindsey Local Plan Alteration 1999.
N/110/02485/07 That this application be supported, subject to
any change of use retaining the character of the building.
N/110/02486/07 That this application be supported, subject to
any change of use retaining the character of the building.
N/110/02487/07 That this application be supported, subject to any
change of use retaining the character of the building and to a condition
being attached requiring any area used for the transferring of coffins
between the building and vehicles being screened from public view.

the provision of an adequate area of open space to include a children’s

62. INTERCONNECT 9 – ADDITIONAL BUS STOPS

Committee to enable a better quality map to be provided.
63. ESTIMATES OF INCOME AND EXPENDITURE 2008/09
The Committee considered the estimates for 2008/09 together with
the notes presented setting out the variations from original estimates
for 2007/08.

Resolved: That the schedule of Estimates of Income and Expenditure
for 2008/09 be recommended for approval by the Finance, Policy and
Development Committee.
64. CLERK’S CORRESPONDENCE
(i) Local Development Framework – information received from
East Lindsey District Council regarding consultation on the Core
Strategy with details of a number of public exhibitions, including
one at the Community Hall, Stanley Avenue, Mablethorpe on Friday
23 November 2007 between 3.00 p.m. and 8.00 p.m.
(ii) Tourism Conference – details of an invitation from the
Mablethorpe Tourism Forum to attend the Tourism Conference being
held at the Bacchus Hotel, Sutton-on-Sea on 28 November 2007 at
10.00 a.m.
(iii) Traffic Surveys – correspondence from the Lincolnshire
Road Safety Partnership regarding two traffic surveys undertaken
in Mablethorpe. In each location, High Street and Seacroft Road,
there was evidence of non-compliance with the speed limit.
(iv) Temporary road closure – information regarding road
closures in Sutton-on-Sea on 7 December 2007 for late night Christmas
shopping.
65. MATTERS FOR URGENT DISCUSSION
(i) Development Control – discussion about the need to identify
what type of development would be suitable for the various locations
with the town. It was noted that the opportunity should be taken
to comment on the Local Development Framework.
(ii) Late Night Christmas Shopping – discussion about using
this event to publicise the Town Council meeting to be held in St.
Clements Church Hall, Sutton-on-Sea on 17 December 2007.
(iii) Pullover, Sutton-on-Sea – the Town Clerk to investigate
problems being experienced by wheelchair users due to an open gulley
at the bottom of the pullover.
(iv) Main Bridge, Trusthorpe – discussion about the reinstatement
of the grassed area being used by the contractors and future improvements
to the area.
(v) Acre Gap – information on the tree planting undertaken
on Saturday
17 November 2007 by the Acre Gap Sub-committee and the local scout
group.
