66. DECLARATIONS OF INTEREST
Cllr A Howard declared a personal interest in Minute 68 due to
his membership of the District Council and Minute 71 due to his
membership of the County Council.
67. MINUTES
It was proposed, seconded and
Resolved: That the minutes of the meeting held on 19 November 2007,
having been previously circulated, be signed by the Chairman as
a correct record.
68. E.L.D.C. PLANNING DECISIONS
N/172/02464/07 Rear two storey extension and alterations to existing
bungalow to provide an entrance lobby, study, games room, utility
room, store and shower room with self contained annexe over and
extension to provide a pitched roof over the existing garage roof,
existing caravan and outbuilding to be removed –‘Merender’
Alford Road, Sutton-on-Sea. Application refused.
69. PLANNING APPLICATIONS
It was proposed, seconded and
Resolved: That in accordance with Schedule 16 of the Local Government
Act 1972, observations on the following planning applications be
submitted to East Lindsey District Council (for details of submissions
see appendix attached).
N/110/02665/07 That this application be supported.
N/110/02788/07 That this application be supported subject to a
condition which requires the applicant to demonstrate before development
commences that the proposed development will not have an adverse
effect on the surface water drainage and amenity of any existing
properties and that a surface water drainage scheme is drawn up
in conjunction with the Lindsey Marsh Drainage Board.
N/110/02918/07 That this application be supported subject to a
condition tying the proposed self contained unit to the existing
dwelling to prevent an additional separate dwelling being provided
on the private drive.
N/110/02986/07 That this application be supported subject to a
condition restricting occupation of the caravan to a person employed
at the caravan park as a warden.
N/172/03010/07 That this application be supported subject to the
use as storage being ancillary to the existing use of the site and
not sub-divided or let off as self contained storage units.
70. INTERCONNECT 9 – ADDITIONAL BUS STOPS
The Committee considered a proposal for additional bus stops and
timetable boards outside number 13 Trusthorpe Road and number 2
Trusthorpe Road, Sutton-on-Sea.

Resolved: That the County Council be informed that the Town Council
supports the proposed additional bus stop timetable boards in Sutton-on-Sea.
71. WAITING RESTRICTIONS – STANLEY AVENUE, MABLETHORPE
The Committee considered a proposal to introduce ‘no waiting
at any time’ and ‘no loading at any time’ restrictions
along the length of Stanley Avenue. Members were concerned that
any restrictions should be adequately monitored and action taken
to enforce contravention of the restrictions.

Resolved: That the County Council be informed that the Town Council
supports the proposed waiting restrictions for Stanley Avenue, Mablethorpe.
72. CLERK’S CORRESPONDENCE
Temporary Traffic Restrictions – information about two temporary
restrictions due to highway works:-
(i) Gibraltar Road, Mablethorpe – road closed for a period
of approximately five days between 2 January and 30 January 2008.
(ii) Wellington Road, Mablethorpe – temporary no waiting
for a period of approximately 35 days between 7 January and 3 March
2008.
73. MATTERS FOR URGENT DISCUSSION
(i) Road Improvements – question regarding funding for small
road improvements as previously reported as there was damage to
the road surface in Sutton-on-Sea.
(ii) Pullover, Sutton-on-Sea – request for update on the
problem with the open gulley at the bottom of the pullover; the
Clerk informed the Committee the problem had been reported.
(iii) Main Street, Trusthorpe – it was noted there were still
problems with flooding.
(iv) Promenade, Sutton-on-Sea – requests had been made for
a more graduated slope up to the promenade as people were having
difficulty pushing wheelchairs up the existing slope.
(v) Young offenders – a question whether it was possible
to engage young offenders to help clear sand and litter from the
promenade.
(vi) Mablethorpe Primary School – concerns raised regarding
traffic not obeying the school crossing patrol on the High Street.
(vii) High Street, Mablethorpe – concern that signs associated
with the road works are not being removed when diversions are no
longer in place.
(viii) Bus Station, Seacroft Road, Mablethorpe – noted that
a ‘no entry’ sign was missing causing confusion at the
entrance/exit; this matter is being dealt with.
(ix) Mablethorpe tie – Clerk to investigate availability
of the town tie.
(x) Youth Achievement Awards – recognition of all the work
put in to organise the awards evening and the commitment of the
young people involved.
74. AWARD NOMINATION
It was proposed, seconded and
Resolved:
(i) That in view of the confidential nature of the business to be
transacted, it is advisable in the public interest that the public
and press be excluded from the meeting during consideration of this
item.
(ii) That the Town Clerk, in consultation with the Mayor, send
a letter from the Town Council supporting the nomination for an
award.
