75. DECLARATIONS OF INTEREST

Cllr Mrs I Daw declared a personal and prejudicial interest in Minute 82 due to her property being on Main Street, Trusthorpe and left the meeting during consideration of this item.

Cllr Mrs J Taylor declared a personal and prejudicial interest in Minute 78, planning application N/110/03196/07, due to knowing the applicant and left the meeting during consideration of this item.

Cllr A Howard declared a personal interest in Minutes 77, 79 and 80 due to membership of the District Council and Minutes 81 and 82 due to membership of the County Council.

Cllr A Howard declared a personal and prejudicial interest in Minute 78, planning application N/110/03073/07, due to knowing the applicant and left the meeting during consideration of this item.

Cllrs Mrs M Rolls and E Rolls declared a personal interest in Minute 78, planning application N/172/03176, due to living close to the application site.

Resolved: That in accordance with Schedule 16 of the Local Government Act 1972, observations on the following planning applications be submitted to East Lindsey District Council (for details of submissions see appendix attached).

N/110/03202/07 That this application be supported.

N/110/02919/07 That objection be made – due to the impact of the development on the occupiers of neighbouring property as the proposed dwellings were elevated and set back behind the existing dwellings, resulting in overlooking and loss of amenity. Also, concern that the elevated dwellings will be out of character in the area and therefore detrimental to the street scene. The application was considered to be contrary to Policy A4 and A5 of the East Lindsey Local Plan Alteration 1999.

N/172/02514/07 That objection be made – due to the size of the proposed pens and the location close to neighbouring property, it was considered the development would be unsuitable in this location as it was likely to cause a nuisance to the occupiers of neighbouring property. It was also considered that the introduction of a business use in this location would create additional traffic which would be detrimental to the occupiers of neighbouring properties.
The application was considered to be contrary to Policy A4 and EMP5 of the East Lindsey Local Plan Alteration 1999.

79. SUPPLEMENTARY PLANNING DOCUMENT –
AFFORDABLE HOUSING

The Committee considered a consultation document from East Lindsey District Council regarding the policy for securing affordable housing on new development sites. There was some discussion about the need for affordable housing in the town, the options for locating affordable housing within a site and whether the requirement for affordable housing was too high.

Resolved: That Councillors complete the response to the consultation paper individually and return the document by Friday 11 January 2008.

80. OFF-STREET PARKING CHARGES

The Committee considered the proposed increases for parking charges within the town. Concerns were raised regarding the lack of free parking, the inconsistency of charging rates across the district and the inconsistency of charges for disabled parking. It was also noted that the timescale for consultation was unreasonably short.

Resolved: That the Town Council objects to the proposed charges as they discriminate both geographically and against disabled motorists.

81. CYCLEWAY/FOOTPATH –
MABLETHORPE TO MALTBY LE MARSH

Consideration was given to a request from Maltby le Marsh Parish Council for support for the provision of a cycleway/footpath along the Maltby Straight (A1104). Some concern was expressed regarding the shared use of any path by pedestrians and cyclists. It was also suggested that, as part of any scheme, consideration should be given to the speed limit along the road.

Resolved: That the Town Council support in principle the provision of a cycleway/footpath along the Maltby Straight between Mablethorpe and Maltby le Marsh.

82. MAIN STREET, TRUSTHORPE – TRAFFIC ISSUES

This item had been raised at previous meetings when concern had been raised regarding the impact on the properties adjacent to Main Street from speeding vehicles. It appeared the problem was compounded by the poor substructure of the highway causing vibration in the properties.

The Committee considered the options for introducing a speed limit and/or weight restriction along the road.

Resolved: That a representative of the County Council’s Highways Department be invited to attend a future meeting of this Committee to discuss the possible introduction of a speed limit and/or weight restriction on Main Street and part of Mile Lane, Trusthorpe. 83. CLERK’S CORRESPONDENCE

(i) Information from East Lindsey District Council regarding the new National Bus Pass Scheme.

(ii) Correspondence from Government Office East Midlands regarding the draft report and public examination of the draft East Midlands Plan Regional Spatial Strategy.

(iii) A letter of thanks from the Mablethorpe, Sutton and District Chrysanthemum Society for the grant of £150 towards the annual exhibition.

84. MATTERS FOR URGENT DISCUSSION

(i) Request for information on the plans for Queen’s Park and the cleaning programme, following the purchase of a path cleaning machine.

(ii) Request for information about the annual drain cleaning programme undertaken by the County Council.

(iii) Notification that temporary traffic lights at Sutton-on-Sea High Street were inadequate due to being positioned where drivers had difficulty seeing them.
