OF A MEETING OF THE GENERAL PURPOSES COMMITTEE

94. APOLOGIES FOR ABSENCE
Apologies for absence were received from Cllrs P Prince (personal)
and G Richards (illness).
95. DECLARATIONS OF INTEREST
Cllr A Howard declared a personal interest in minutes 97 and 98
planning application N/110/00383/08, as a member of the District
Council.
Cllr A Howard declared a personal and prejudicial interest in minute
98 planning application N/110/00002/08 due to being a member of
MASCOT and left the meeting during consideration of the item.
Cllrs Mrs M Rolls and E Rolls declared a personal interest in
minute 99(ii) due to being members of the congregation at St Clement’s
Church.

It was proposed, seconded and
Resolved: That the minutes of the meeting held on 28 January 2008,
having been previously circulated, be signed by the Chairman as
a correct record.
97. E.L.D.C. PLANNING DECISIONS
N/110/02485/07 Change of use of existing vacant health centre and
garage used under Use Class D1 (Non-Residential Institutions) and
ambulance station to use as a boarding house under Use Class C1
(Hotels) of the Town and Country Planning (Use Classes) Order 1987
as amended and provision of parking – 97 and former Ambulance
Station, Victoria Road, Mablethorpe. Application refused.
98. PLANNING APPLICATIONS
It was proposed, seconded and
Resolved: That in accordance with Schedule 16 of the Local Government
Act 1972, observations on the following planning applications be
submitted to East Lindsey District Council (for details of submissions
see appendix attached).
N/172/00136/08 That this application be supported.
N/110/00023/08 That this application be supported as an exception
to Policy S4 of the East Lindsey Local Plan Alteration 1999, as
it was considered the use was preferable to the building remaining
empty and deteriorating further.
N/110/00383/08 That this application be supported.
N/110/00002/08 That objection be made - as the loss of the theatre
was considered to be contrary to Policy CF2 of the East Lindsey
Local Plan Alteration 1999.
N/172/00219/08 That objection be made – as the design of
the extension by virtue of its appearance as a separate building
linked to the existing bungalow was unacceptable and that the layout
of accommodation was such that it could be sub-divided and used
as two separate dwellings.

99. FINANCIAL ASSISTANCE
(i) East Lindsey Citizens’ Advice Bureau – financial
support towards the cost of two lap top computers and software for
use by qualified advisors. It was proposed, seconded and
Resolved: That the annual contribution of £550 together with
£250 from the Grants budget be made towards the cost of two
lap top computers and software.
(ii) St Clement’s Parish Church – financial support
towards the cost of maintenance of the churchyard. It was noted
that the churchyard was still open with a number of spaces available
for future burials. However, it was recognised that at some stage
there may be a request for the Town Council to take over the maintenance
if the churchyard was closed and that adequate budget provision
would be required. It was proposed, seconded and
Resolved: That the annual grant of £750 be made towards the
maintenance of the churchyard.
100. RECYCLING FROM BUSINESS PREMISES
This matter was raised following a request from Mablethorpe Business
Centre regarding the District Council’s policy on recycling.
Members of the Committee considered that a significant amount of
refuse from business premises was being sent to landfill because
the District Council did not provide recycling facilities to business.
Of most concern was the lack of recycling on the numerous caravan
parks where most of the refuse generated was identical to the domestic
refuse.

Resolved: That a letter be sent to East Lindsey District Council
requesting that consideration be given to introducing a recycling
scheme for business premises.
101. CLERK’S CORRESPONDENCE
(i) Tree Preservation Order - 12 Alford Road, Sutton-on-Sea. It
was noted that the Clerk would respond to the consultation on the
request to crown reduce an ash tree at the property.
(ii) Planning Enforcement – correspondence regarding a scrutiny
review of planning enforcement to be undertaken by East Lindsey
District Council. Copy of the letter to be circulated to all councillors.
(iii) Housing Land – consultation from East Lindsey District
Council on a Strategic Housing Land Availability Assessment.
(iv) Temporary Road Closures – notification from Lincolnshire
County Council:
(a) amendment to the programme for Victoria Road, Mablethorpe –
closure extended to 30 March 2008 (note information provided at
the meeting that this has been further amended).
(b) Seacroft Road, Mablethorpe – patching works to be undertaken
over 15 days between 31 March and 4 July 2008.
(v) Chairing Skills – notification of a one day training
event on 27 February 2008 at the Community Access Point, Stanley
Avenue, Mablethorpe.
(vi) Sport Relief – notification of a sport relief mile to
be held on Sunday 16 March 2008 at the Main Pullover, Mablethorpe.
(vii) Highway Maintenance – information from Lincolnshire
County Council regarding additional budget for small works, four
schemes included in the area: Sherwood Road; Windsor Road; Tennyson
Road and kerbing on Main Street.
102. MATTERS FOR URGENT DISCUSSION
(i) Lighting columns on Seacroft Road require removal following
installation of replacements.
(ii) Post on Main Bridge, Trusthorpe still leaning.
