114. DECLARATIONS OF INTEREST
Cllr A Howard declared a personal interest in minute 116 due to
being a member of the District Council.
Cllr A Howard declared a personal and prejudicial interest in
minute 117, planning application N/110/00718/08, due to the applicant
being a member of MASCOT.
115. MINUTES
It was proposed, seconded and
Resolved: That the minutes of the meeting held on 10 March 2008,
having been previously circulated, be signed by the Chairman as
a correct record.
116. E.L.D.C. PLANNING DECISIONS
N/172/03284/07 Extension to existing mobile home to provide a conservatory
in accordance with amended plans received by the Local Planning
Authority on 14 January 2008 – 20 St. James Court, Highgate
Park, Sutton-on-Sea. Application approved.
N/172/00219/08 Extension to existing dwelling to provide a living
room and hall with 1 no. bedroom and w.c. over on the site of part
of existing dwelling which is to be demolished – Robins Acre,
Alford Road, Sutton-on-Sea. Application approved.
N/110/00218/08 Extensions and alterations to existing dwelling
to provide morning room, utility, an integral garage and domestic
workshop and 1 no. first floor bedroom on the site of part of the
existing dwelling which is to be demolished – 6 Harris Boulevard,
Mablethorpe. Application approved.
N/110/00463/08 Change of use, conversion of and alterations to
an existing building currently used as an indoor covered winter
market, to use as a mixed use of indoor summer car park and as an
indoor covered winter market, with the provision of security steel
grids and gates on windows and doors and construction of a vehicular
access – land at Admirality Road, Mablethorpe. Application
approved.
Note: The Committee expressed concern regarding the approval of
this application contrary to the comments made by the Town Council.
It was considered that inadequate regard had been given to the potential
nuisance caused by fumes from vehicles in an enclosed car park and
the highway issues. The Town Clerk was instructed to write to the
District Council setting out the Committee’s concerns.
N/110/00002/08 Change of use, extensions and alterations to existing
theatre into a children’s play area and to provide a porch
and 3 no. canopies – Dunes Family Entertainment Centre, Central
Promenade, Mablethorpe. Application approved.
Note: The Committee expressed concern regarding the approval of
this application contrary to the comments made by the Town Council.
Of particular concern was the apparent disregard to the loss of
a key community and social facility. The Town Clerk was instructed
to write to the District Council requesting an explanation for the
decision.
Cllr A Howard declared a personal and prejudicial interest in
application N/110/00463/08 due to knowing the applicant and in application
N/110/00002/08 due to being a member of MASCOT and left the meeting
during consideration of these items.
117. PLANNING APPLICATIONS
It was proposed, seconded and

Act 1972, observations on the following planning applications be
submitted to East Lindsey District Council (for details of submissions
see appendix attached).

N/110/00607/08 That this application be supported.
N/110/03027/08 That this application be supported.
N/110/00712/08 That objection be made – as the proposed development
was too large for the site, resulting in over intensive development
which would be detrimental to the occupiers of neighbouring property.
It was also considered that the development of three storey properties
would result in unacceptable overlooking of neighbouring properties.
The proposal is therefore contrary to Policy A4 of the East Lindsey
Local Plan Alteration 1999. Concern was also expressed about the
inadequacy of the amenity and retail infrastructure in the area
to support additional residential development.
118. CLERK’S CORRESPONDENCE
(i) Merender, Alford Road, Sutton-on-Sea – notification that
the applicant had lodged an appeal against the refusal of application
N/172/02464/07.
(ii) Willow Tree Farm, Brickyard Lane, Sutton-on-Sea – notification
that the applicant had lodged an appeal against the refusal of application
N/172/03010/07.
(iii) Local Police and Community Forum - details of the next meeting
to be held at the Methodist Church Hall, Algitha Road, Skegness
on Wednesday 30 April 2008 at 7.30 p.m.
(iv) Parking enforcement – acknowledgements from the Police
Authority and the Chief Constable for correspondence sent regarding
car parking.
(v) Traffic Survey – further details of the data collected
during the traffic survey undertaken on The Strand, Mablethorpe.
It was noted that the Town Clerk would include an item on the agenda
for the next meeting of this committee to consider the issue of
speed limits and the possible introduction of 20 m.p.h. limits.
(Note: Cllr P Jackson declared a personal interest in The Strand
due to living on that road.)
(vi) Off Street Parking Places Order – notification from
East Lindsey District Council that the Order had been confirmed
and the Town Council’s objections had been noted.
(vii) Neighbourhood Policing Team – notification of property
marking sessions being held at the Mablethorpe Learning Centre,
Seacroft Road, Mablethorpe on 11 and 25 April, and 9 and 23 May
2008.
119. MATTERS FOR URGENT DISCUSSION
(i) Bus stop, Seacroft Road, Mablethorpe – concern that the
bus stop had been located in the middle of the footway causing difficulty
for blind people.
(ii) Mablethorpe Leg Club – information on an award received
by the Leg Club.
(iii) Eco Homes – information on the development of eco homes.
(iv) Anglian Water – information that Anglian Water had been
undertaking drain clearing in The Sidings area of Sutton-on-Sea.
(v) Cllr Mrs M Rolls thanked the members of the Committee for all
the good wishes expressed during her recent recovery from surgery.
